The interlock is the whole point. Loose stacked washers and spacers rotate, walk, and crush over time, which puts your seat mounting in a position no one inspected. These key into each other so the stack behaves as one solid piece and stays exactly where you set it – which is what a safety-critical mounting point should do.
Getting a driver positioned correctly is not a comfort issue, it is a control and safety issue: pedal reach, sight line over the nose, and how the belts load across the body all follow from seat position.
