Pedal rails let you adopt the Driven pedal system into an existing chassis, or move the pedals closer to a shorter driver in a car that was built for someone taller.

Driver reach is a performance issue, not just comfort. A driver stretching for the pedals cannot modulate throttle or brake precisely, and gets tired doing it across a long feature. Being able to move the whole pedal assembly is the proper fix.
